How Does Selling My Home to Downsize on the Mornington Peninsula Affect My Age Pension?

For many long-term homeowners in Mornington, Mount Martha, and Mount Eliza, the family home is their most significant asset. When the property becomes too large to maintain, selling it to move into a low-maintenance unit or townhouse feels like a natural step. However, a major concern for seniors over 65 is how the proceeds from that sale will impact their Centrelink entitlements.
Downsizing your principal home in Victoria can impact your Age Pension if the surplus proceeds are not managed within Centrelink’s specific asset test exemption windows. While your primary home is generally exempt from the Centrelink assets test, any cash left over after you sell and buy a smaller property changes your financial profile.
Understanding how Centrelink views these funds is essential to avoiding unexpected drops in your retirement income.
The 12-to-24-Month Asset Test Exemption
If you sell your home with the intention of purchasing, building, or renovating another principal home, Centrelink does not immediately penalise you.
  • The Principal Home Exemption: The portion of the sale proceeds that you intend to use for your next home is exempt from the assets test for up to 12 months from the date of sale.
  • Extensions for Delays: If you experience unexpected delays in buying or building—such as waiting on local council approvals or facing construction delays on the Mornington Peninsula—Centrelink may extend this asset test exemption for up to 24 months.
  • The Catch: While these intent-to-reinvest funds are exempt from the assets test during this period, they are still subject to Centrelink's deeming rules under the income test.
How "Deeming Rules" Affect Your Income Test
Even during the exemption period, Centrelink assumes the money from your house sale is earning a set rate of income, regardless of where the cash is physically sitting.
  • Bank Accounts and Term Deposits: Whether the funds are sitting in a standard bank account or a high-interest term deposit, Centrelink applies standard deeming rates to the money.
  • The Impact on Your Pension: If the deemed income from your home sale proceeds pushes you over the income test threshold, your fortnightly Age Pension payments may temporarily decrease, even while you are actively searching for your next property.
What Happens to the Surplus Cash?
The most common trap for downsizers occurs after the purchase of the new, cheaper home is finalized.
  • Assessable Assets: If you sell a large family home in Frankston South for $1.2 million and buy a boutique unit in Mornington for $800,000, you are left with a $400,000 cash surplus.
  • The Permanent Change: The moment your new home purchase settles, that remaining $400,000 permanently loses its exempt status. It is now counted as a financial asset.
  • Pension Reductions: For every $1,000 of assets you hold over the asset test threshold, your Age Pension is reduced by $3 per fortnight. A large cash surplus can significantly reduce—or completely cancel—your pension eligibility.
Alternative Ways to Manage the Surplus
If you find yourself with a cash surplus after downsizing, there are legal financial strategies designed to protect your retirement lifestyle, though they require careful planning.
  • Downsizer Superannuation Contributions: Eligible Australians aged 55 or older can contribute up to $300,000 per person (or $600,000 per couple) from the sale of their home into their superannuation fund. While these funds still count toward the Centrelink assets test, they can sit in a tax-effective environment.
  • Renovating the New Property: Spending a portion of the surplus immediately on modifying or upgrading your new home (such as adding senior-friendly accessibility features) converts assessable cash back into an exempt principal home asset.
  • Gifting Limits: You can choose to help children or grandchildren by gifting funds, but Centrelink strictly limits this to $10,000 in a single financial year, or $30,000 over a rolling five-year period. Anything gifted above these limits is still counted as an asset under your name for five years.
Start the Conversation Before You Sell
Because your property, financial background, and pension structure are entirely unique, you should never make a property move based on guesswork. Property decisions are rarely just about bricks and mortar; they involve your financial independence and peace of mind.
Before listing your home on the market, we strongly encourage you to obtain specialist financial advice or speak directly with a Centrelink Financial Information Service (FIS) officer to map out your exact numbers.
If you want to understand the current market value of your home to help start those calculations, reach out to Janet or David at McNeill Real Estate for a practical, pressure-free chat.
